Where are the flowers
Question:
I’ve got water lilies and water hyacinths in my water garden and other than a few flowers a copule of weeks ago I’ve has nothing since.
The plants are healthy and fertilizer pills were added for the lilies, but no flowers.
Is there a specific test and water additive that I should be
performing?

Here are a few things to check:
Both Water Lilies and Water Hyacinths need at least 6 hours of direct sunlight to bloom.
Water Lilies do not like turbulent water or being sprayed by water (near a waterfall or fountain).
Hyacinths do not like pH that is too high or too low (must be between 7.0 and 8.0). This can be tested easily with a simple test kit.
