Heron suggestions

Question:

I have two heron statues next to my pond. Since herons are territorial do you think having two might actually defeat the purpose of discouraging our great blue heron marauder? I’m leaving the net up for now, but small birds have been getting trapped in it as everyone likes to drink from the pond more than the birdbath.
